How can world leaders with unified vision for the people, eliminate unnecessary cost/effort of managing the country and focus on real development?

    Background Leaders use the hard earned money of the people in the form of taxes to run the country. Today most of the efforts, money and time is spent on winning elections, staying in power and defending the country from external aggression. This is because the same things have been continued from thousands of year and very few have tried to make it simple and work at the grass root level for the real welfare of the people not just for the country, but for the world as one entity. We can see most of the great leaders living in luxury multi storied building occupying so much of space, cost and effort to maintain them. As first citizens, no one has thought what should be the moral obligation to set an example for others to follow.

    Classic example of Indian Rashtrapathi Bhavan, where our first citizen resides and also is one of the biggest democracy in the world.

    Major ways used till date to rule, manage and develop the society and people

    Why United Nations has not simplified things to help people quickly The leaders are politically connected and are not the poor intellectual frugal citizens who have faced problems and known how to solve problems in simpler ways. The objective of the UN council members should be to work at the grass root levels themselves, instead of living a luxurious life from the money collected by the people. In UN meetings, you can see the mineral water bottles and great diplomatic people talking about how to solve pure drinking water in a luxurious place with all amenities. (beyond imagination).

    Even accounting for inflation, annual UN expenditure is 40 times higher than it was in the early 1950s. The organisation now encompasses 17 specialised agencies, 14 funds and a secretariat with 17 departments employing 41,000 people. Its regular budget, which is agreed every two years and goes to pay for the cost of administering the UN – including mouthwatering daily allowances which result in many of its bureaucrats being far better paid than American civil servants – has more than doubled over the past two decades to $5.4bn. The organisation has grown so big that at times it is working against itself. Critics point to large numbers of support staff doing ill-defined jobs. Staff costs account for two-thirds or more of some UN agencies’ outgoings. “Performance management is a joke,” said one official. “Almost everyone gets ‘above average’ in their assessment.” There are about 1,200 country offices of the UN around the world. There are 100 countries with more than 10 UN country offices in each country. You have country offices with a budget of eight or nine million [dollars] and a staff of five people. Half the money goes for the operational expenses of the office, leaving what is actually a minuscule amount of money for programming or key activities. In the context of what’s happening today, a few million is not going to make any difference.”

    Why till date no leader has set a good example for others to follow and why leaders are not willing to live a simple life like a common man It is not the fault of the leaders. In reality, it is the public who wants to see their leaders leading a luxurious life and think that when they are serving the country they should get additional privileges which are not given to an average common man. The actual problem lies from the days of kings, people have developed an habit of respecting people who live life like a king. We will not find anyone respecting a poor person with good values, ethics and principles. So when kings went, top leaders used the same sub-conscious thought process without trying to challenge the status quo, as this was benefiting them directly.

    It is no doubt that some leaders are working tirelessly, for the welfare of the people. However the same can be done with lesser cost/effort as well. However, again it is all because of public, that leaders have to demonstrate such hi-fi display as people want leaders to live like that. If public accepts leaders showcasing simplicity and modesty in every walk of their day and life. The top leaders will be the first to embrace simplicity.

    Why people cannot raise voice for such un-necessary expenses /efforts
    The chain of people in between the leaders and the common man, actually are also addicted to luxurious life and special privileges even when it is not required. They know, that if the leader starts living a simple and modest life, they will also be required to live a very simple life. So such middle men, never entertain the pain how the people money is spent in unnecessary extravaganza which could have been avoided totally. Middle man love leaders who are spending the public money for all sort of luxuries, as the leader cannot impose any restrictions to cut down their spend using public money.

    Why the concept of party-party has become popular, where all party's, party one by one at the cost of the people's money Outside political leaders seem fighting with each other, however internally all have a common minimum program which they maintain it very diligently. As all political parties are funded by other people and they have to keep them happy to continue the funding and without getting funds no political party can win the elections. The political party's are not to be blamed in this party-party game, it is the public's foolishness and lack of awareness that some people are playing party-party game. No one has even tried to question to any one and if someone questions he has to be silent.

    Classic example of Anna hazare: Party - Party - Party. If we listen to the video, we are habituated to party-party game and are not focused on the outcomes and the actual development which should begin and show the results. Even famous people leader also have to fear while speaking and have to give a diplomatic answer.

    How can we ensure that good traits are present in today's world leaders who can help people to lead a better life and serve the people? (for which they have got elected)

    Good solutions should ensure that it fulfills as many conditions as possible in the best possible way

    (1) Ego free political leaders
    (2) Frugal leaders who think a lot before making any expense from the money of people, and think all ways on how to avoid it.
    (3) Encourages simple living and high thinking
    (4) Focus majorly only on development
    (5) Ability to accept better thought even from small children, which can help in faster development with minimal cost/effort/time.
    (6) Innovative and creative
    (7) Ability to challenge the status quo
    (8) No fear in dying, similar to military people fighting on the border.
    (9) No power hungry leaders who are just running the government to stay in power. Rather should be focused to do the right things, which they are supposed to do.
    (10) Build unity across the world - rather than fighting for power and dominance.
    (11) Use citizens to build better relations with all the countries - Citizen to Citizen connect of all the countries ( Instead of leader to leader, as the money/power is of the citizen)
    (12) Help poor and underprivileged people across the world without any difference.
    (13) Qualities to develop more better leaders and not making everyone dependent on themselves.
    (14) Auto governance and 100% transparent models (where there is no need for people to file a RTI, everything is visible to everyone on a real-time basis).
    (15) Honor good citizen and involve them as a part of the governance process.
    (16) Build public and citizen partnership - to run initiatives and development activities.
    (17) Invest on developing systems to ensure that people do not make mistakes. Systems should be able to address issues of the people in the fastest time possible.
    (18) Invest in the development of people instead of focusing only on machines.
    (19) 100% focus on environment in each and every decision.
    (20) Ability to work from grass root levels of villages to develop the economy. Focus on overall development.
    (21) Ability to do the right things in the right way at the right time.

        Real Democracy with an start-up entrepreneurship mindset

        In order to promote the welfare of the people nothing great has to be done but simple steps in simple ways if done are more than sufficient. The below steps should establish a robust self reliant system to delight people like never before.

        (1)

        Ensure 100% digital payment system at the earliest. Put all the efforts on a war footing to ensure that it is not only successful but delights the people. People will welcome such moves when they can clearly see the benefits in store for them. Simplified tax system, to make businesses run easily without even thinking about taxation.

        Use unemployed people to educate illiterate people on how to make digital transactions, this will help to avoid black money/corruption and garner funds to create more job opportunities.

        Electoral reforms: Zero cost elections for the people who vote and and also for the people who want to fight elections.

        • (a) Stringent criteria for people to stand in an election. Allow only those people to contest who are not power hungry and who do not look to blame others for failures rather are capable to removing obstacles and execute. The best talented people who are honest and truthful should only be allowed to serve the people.
          (b) Contestants cannot market themselves - Election commission will state about the candidates merits and demerits in an neutral way - Competent people in the EC who are capable of executing this in coordination with Armed forces.
          (c) Minimal cost of elections with least time and resources using latest technology - using mobile, voting pads coupled with aadhar card verification which can be offered to citizens. Elections can be scheduled in no time and results will be out in a day.
          (d) Quarterly Feedback on the candidate from public to retain or improve the service to the people. No Five year plan.

        (3) Eliminate all the layers, obstacles and barriers for progress and development

        • (a) NO PARTY TIME The party system helps people to work in groups, however the same party system also protects people who are doing wrong things, to save the image of the party. As even a single person can have a severe impact on the party's image and good will. Group politics needs to be eliminated from the root. In order to do so, people can contest only as independent candidate. When people are independent they can also work independently, without any pressure from any one. Every elected person will be the Pradahn sevak for the place of the election. This will also ensure that there is no opposition who is just looking to oppose, however everyone will be responsible to achieve the goal as planned as everyone has agreed to the same. All the goals will be metric driven and systems will be built to track the progress of the same. The elected people will be known as "Member of Public Service/प्रधान सेवक" The elected representatives will be voted and if the elected representative is not able to get the majority(60%+) "Yes" from the public consecutively for two quarters. They will have to step down and give way for new people to come in and serve. This ensures that people are accountable to the work and are working regularly to achieve the goals set (No five year plan, No party fund, No person can win the election on the goodwill of any party or leader anymore, No one will support the person who does the wrong thing, as there is no provision for doing group politics any more)

        • (b) No more State Governments(MLA/MP/Ministers/municipalities), but development workforce directly at grass root levels Currently state governments and central governments of important democratic countries do not gel well and have different government which create differences. States are made so that focused development can happen. In order to make it even better, the layer of state government has to be removed and Village/town committees have to be formed to ensure that every place gets the most focused attention possible. Here, all the layers of Village coming under the control of town/district is also eliminated. (Villages will have there own committee and towns/cities will have their own, village people will not be dependent on the city/town administration to help them. Villages and town are empowered to take the development of their own village/town in their own hands. They will not be dependent on any minister to grant funds) This makes everyone independent and links them to one central governing system and avoids all unnecessary costs of politicians to serve the people.
          The word POLITICS is DEAD to govern the people.
          The Word IN POWER is also DEAD. As every body will be now in SERVICE.
          The Word "POLITICAL PARTY" shall also cease to exist.
          No Religion or caste based politics can exist - as people have to collaborate with each other.

        Eliminates cost or effort to manage State governments, political parties/office/ people or staff - all this money is from the taxes of the people

        • (c)Core centralized Strategic workforce. We will have a Strategic core group(similar to NITI aayog in Bharat/India) who will be responsible to lay down the road-map.This group will also will be elected by the people who have showcases experience in taking strategic decisions or show some examples on how they have helped people/organisations in their capacity of work or can help by showcasing the knowledge about the subject matter. People who are interested to serve should meet and agree to the minimal most stringent criteria/conditions to become a strategist for the country.The representation of this core committee will be approx 1 person for every ~10 million people. They are also required to just focus on their work by avoiding public contact and ensure that they are doing a selfless service without any ego. Strategists will be selected basis the votes of people who pass the exam after understanding the sector/segment properly/thoroughly this ensures that knowledgeable and fully aware people are selecting the people to make strategies for the country, however the tenure of the group will be for 3 years. The strategy team will also have a Chief strategist and a core team to lead the overall working, similar to service team. All the strategies will be voted by the service workforce for them to come into force. The Votes should be backed up with logic, evidence and facts when rejected, so that the same is considered to refine it and re-table it again. People can also suggest alternatives and better solutions as well (basis data, facts, logic), however the decision of the core elected strategy team will be final.

          • (i) This group will be broken down into specialized branches. People will be required to pass the exam and understand the current functioning of the specific segment/sector, before raising any question or suggestion or clarification after going through the existing answers and clarifications provided( so that there is not duplicate). The panel will be transparent and has to answer all the questions laid down by people in the public, when it crosses a threshold specific number of votes. Some strategies related to defense or other sensitive aspects will not be revealed to all the people. People who have passed exams in specific sector/segment will also be invited in hackathon contest to find the loop holes and defects in the system. This will be considered to make the system robust and mistake proof.
          • (iI)The strategy team will have employees who will be hired basis interview, to help in designing the strategic customized development plan for villages/towns/cities. Currently this is not available in any country. This will be done by using a vast workforce team using latest technology which will work under the guidance of the core strategic team. All the plans for every village/city/town at the minutest level will be available online, along with the progress made.
          • (iii) The strategic team will have dynamic changes, so that there is no one on one mapping of the person or place is made. Changes can be as frequent on a monthly basis, this ensures that no one can link up to make personnel gains and also helps in identifying faults and discrepancies.
        • (d) Every place Village/town/city will have budget plan, instead of having it at an national level or state level(after leaving the national defense budget provision). This will help people to know exactly how there tax amount will benefit them directly. This will be mapped with the strategic plan for the development of that specific place to provide direct benefit without any layers. The Budget amount will be standardized, basis the best practices, salaries, maintenance, municipal and other costs. All the development work plans will be allocated to private entities (with specific standards) the same will be verified by a unknown person from other place, which the private entity will also be not aware of. The rating of the work and discrepancies reported will have direct and immediate impact on the private entity who has taken up the work and the same will be displayed online for public to view and rate as well. When there is very poor rating or negative comments (by more number of people), the strategic team will have the responsibility to get the same verified again and get it validated. This ensures that there is very less or no scope of corruption.

        (4) Synchronized Prime Members of public service

        Currently we have only one Prime minister, however, he cannot be or reach-out everywhere to ensure that growth happens everywhere simultaneously. Prime Members with committees will be strategically located in every place (Village/Town/City). They will not sit all together but will be connected to the activities, so that everyone can actually visit and see the developments in every nook and corner of the country. The distance will increase as the city/village/town limits are over. All the members will be connected to a central strategic office which will be Virtual in nature (Currently all the elected representatives are located only in big cities).

        The Golden ratio Every Prime member will have another three prime members who will notice the work of one prime member and can question or seek clarification where required. This same will be applicable to all the prime members, each one will have responsibility not only to ensure that their area is good but also their neighboring prime member area. This ensures, if one is slow, there are other three in the surrounding to make him fast. This also helps in spreading best practices quickly, when some one as adopted a very good service/activity the same will automatically spread. Currently, any best practice in any one village takes years and that too with the help of media. Here, everything is interconnected seamlessly in a very simple and effective way. This ensures that People who are not happy with the response of one prime member can go to another who is at an equal distance( May be little more, in some cases) from that place.

        • (a) No Ministers, No Portofolios Development workforce ranging from three to five people(let it be town/city/village - In big cities/town, the number of members required will be increased basis need) in the ascending order of votes will be elected. For example if the place requires 3 people basis the population/need, top 3 people will be elected. In cities/big towns this will be broken down into smaller areas(same as existing model/constituency). All the current work of ministers will be done by the strategic group.

        • (b) Elected aspirants to serve people will be required to be role model, not just while they are serving, but also even after that. They will not have any special facilities or privileges or houses or vehicles, they have to live like a common man. They will be required to stay in the most underdeveloped area in the elected place, during the tenure and thereafter also they have to lead a very simple and modest life(role model for others to follow), even if they are wealthy (No luxuries). Elected members will only be required to work/develop/serve and cannot go in any inauguration ceremonies or provide speeches or sit on the dias/stage or any ceremonies or be dignitaries/chief guest. On the contrary, their job will be to select the best citizen of that place who has displayed good conduct in building society, to do all these things. They have to ensure that right citizens are influencing people to reach the same standards, by sitting along with the public who have elected them and not to sit at the top. This will save the time of elected representative and set the right example for the rest of the people to follow(which will help them to achieve their goal). They will also be able get feedback and understand the issues of the people quicker.

        • (c) The elected representative will be directly mapped to the specific activities and duties(job description), so that they are held accountable basis the experience and will be rotated every year by strategic workforce. Elected representative are not required to frame any policies or provide any approvals, they will be required, only to execute the road map defined for the place. Most of the funds for development will be automatically linked to the respective departments/entities who will work as an enterprise(not as a govt office). So the effort of the elected members will be only to look at adhoc expenses which are not covered and ensure that all the grievances are resolved and taken up with respective authorities. The elected representatives will ensure that the funds are properly channelized to the areas which require on priority basis, by raising issue with the strategic team and getting the same included. Every task will have a turn around time in which everyone has to respond, to ensure that there are no delays. The elected people are not required to report to any one above them, they are directly empowered and accountable to the people of that place by means of quarterly elections. This ensures a single layer structure, which is not present in big MNC's. People who are serving will get great respect, when they mention their accomplishments in the CV to get private jobs as well.

        • (d) Municipal corporations, zilla panchayat and other administrators (if any required) in public enterprise will be selected with high quality practical interview rounds to check the capability of the person to work. Their performance will be monitored basis metrics by the elected representatives. The cost to manage the administration will be compared with similar towns/villages/cities to quickly diagnose corruption and share best practices. All the public enterprises will be metric driven, sensitive to people's rating and feedback directly - so the need to have an administrator will directly cease to exist. People should Perform and if the performance drops below the acceptable limit consecutively for three months, they will be required to move to other departments in public or in private by applying to other jobs while they are on bench (software companies concept, as in private enterprises.). This will be applicable to all the levels, in the public enterprise from top to bottom. The people who or on bench can be retrained and So the need of any supervision will not be required not even from the elected representative.(refer point number 5 as well). People who have worked in public enterprise will ge

        • (e) All Government offices will henceforth be called as PUBLIC INNOVATIVE ENTERPRISES.

          • (i) Citizen rating on the service provided will be encouraged along with feedback basis app and sms, by tagging the unique service number and person who serviced them.
          • (ii) All the offices will be encouraged to have a flat structure with minimal hierarchy. Every government office will be encouraged to undergo structural change to ensure that bureaucracy does not slow down the system.
          • (iii) Every office will encourage employees to come up with new creative and innovative way of working. People will have to attend mandatory change management, leadership and innovation online training as a mandatory aspect. The Pay structure will be on par with the private sector to attract the best talent.
          • (iv) All public enterprises will have same set of basic morals and Values across all the country.

        (5) Verifying the previous work

        Every new elected representative will have an task of verifying the previous work done by the exiting person and report discrepancies if any with facts and data in the first 7 days as a mandatory task. This ensures that the elected representative takes the ownership of reporting the issues quickly for investigation and not wait after months/years to begin the investigation.

        (6) Citizen is the customer/God for the Government

        • (a) The president of the country will head the citizen service and will work like an enterprise, where people will be hired basis qualification. This will be independent of the strategic workforce, however, all the feedback will flow in as an readable content. All the public service enterprises will have customer service number/email/helpline which will be centrally managed, independent of the team working. All the complaints will be recorded and tracked, complaints will have an direct impact on the performance of the office bearers. Any one can view the status, comments and actions taken or to be taken transparently. Un- resolved complaints after crossing the Turn around time will get escalated to the next levels automatically and finally to the core service committee of the elected representatives. These complaints even if are unresolved will be routed to rapid action force, who will work with the office bearers to resolve them. The elected representative can escalate issues, with facts, data and scenarios when the system is not working as required and will impact the office bearers of the citizen service. The performance of the core members will be tracked with the number of open complaints after crossing the turnaround time in various categories of severity. If the member who is responsible for a particular work is not able to maintain the set standards, consecutively for two quarters will be exited automatically by the system (no need to resign).
        • (b) All Investigating agencies and police which are working independently, will sync and work in collaboration with the Citizen service team. All the complaints from the citizen service team, have to be answered or resolved within stipulated timelines basis severity.
          The citizen service will work on below principle.

        (7) Transparency in Development, tax collection and spending.

        • (a) Ensure that every place has it's own website, which is linked with the strategic objective for that place. Plan, progress, actions being taken all will be available on the website. Also the tax % amount collected from the place (100% amount in villages less than 50 thousand population, 80% in small towns with population of less than 3 lakh, 50% in cities and big towns, to ensure that small towns and villages are equally developed) will directly be available for use and any additional amount required, if any will be funded from the central team as per the strategic plan. The money saved by the people of the place, cannot be taken back and will be utilized only for further development as per the elected representatives suggestion.
        • (b) Every place will be encouraged to be self reliant and not to seek funds from the central fund as early as possible. This will be a key success indicator of development. Places will be awarded, recognized when they are working with minimal budget and continue good growth. The same will be highlighted to all the elected representatives, to ensure that the same can get replicated.
        • (c) All the expenses and payments made will be classified under various categories. People will be able to see the trend on a monthly basis as well.
        • (d) Excess budget which is left out after making all the provisions will be refunded back to the places in the proportion of contribution.

        (8) Independent agencies to maintain law and order, investigation and Audits

        • (a) Police will be an independent entity across the country and will not fall under the governance of the elected representatives. Currently, police has to function as per the direction of the politicians or bureaucrats, this will cease and one centralized wing of police, however, will not be linked to military forces in any way. However, will work on similar lines of military and will be known to safeguard people internally. People from police and military will have constant transfers between them, to ensure that the best culture from both entities is received to the society in the best possible way. This also helps to improve the strength of the army and ensure that everyone is productively contributing to the growth and development of the country.
        • (b) Police will be renamed as "Public Police" and will be required to socialize with the citizens in civil dress on a regular basis as a mandatory activity. They will be required to have public connect to take feedback, suggestions and incidence which are not brought due to the fear of the name police itself.
        • (c) Audit and investigation teams to be merged as one entity - as both of them go hand in hand and help in quick outcomes. Pro-active mandatory audits will be done basis triggers, rather than waiting for an incident to happen to start the investigation, this itself will create a fear of doing wrong things.
        • (d) Income tax and sales tax teams will cease to exist and will be moved into audit teams to monitor digital transactions. As the entire tax systems will be automated, with digitization of transactions.

        (9) Development of entrepreneurship and skill development

        • (a) Every place will have entrepreneurship and skill development fund which will be used to train people in various activities and skills basis the need and recommendation of the elected representative.
        • (b) Decision to make any investment or develop any infrastructure will require recommendation from the elected representative to the central teams with logic, need, skill set availability, and the benefits. The rest of the work will be done from the mobile central team - this ensures that there is no corruption or bias in any way. This also helps in reducing the cost of administration as these activities may not be regular. The public works department will cease to exist and the contracts will be given to private enterprises basis higher standard of service and good feedback. Small and medium enterprises will be given priority to showcase their work, over big companies(wherever possible). As mentioned above the verification of the work done.

        (10)

        Health, education, Press and Media will be managed by independent entities similar to election commission where elected representatives will not have any say. They will work directly under the vice -president of the country. All the above entities will be working with a non-profit motive without any purpose to accumulate wealth. The budget for their functioning will be ear marked from the tax of the people, basis estimates made by the strategic workforce.

        (11) Integrating all the modes of transport and making them entrepreneurial.

        • (a) Integrating Road, rail, air/cargo and ship transport to help each other. This can be done by providing incentive's to road transport when they are helping in the movement of goods using rail or similar other modes when required. This avoids trucks travelling long distances The profit and loss of each other has to be managed and balanced within themselves. When all the modes of transport sync together, they can think inventively to develop infrastructure and incur cost where necessary. Road and any other infrastructure construction will only be based on Private Public partnership, this ensures that people who use it will pay for it. This will also ensure that only the most essential projects which are required by the people and where people are ready to pay for it, will only be taken up (This can be assessed by doing surveys). The prices will be standardized with an upper cap and will allow competition for other parties to quote below that mark. Currently, all the modes of transport are dependent on peoples taxes to fill the gap in revenue against expenses. Now, all the organisations have to manage themselves and raise money similar to how private companies work. They have to think of ways and means to be more efficient and innovative to manage the costs with their revenues.
        • (b) City/Town/Village roads and other infrastructure facilities will be built using property taxes. The taxes will be levied in proportion of the expenses basis the previous year. This ensures, that people manage their city properly and construct only the necessary things with the public money. Avoiding taxes on transfer of property. This makes people empowered by themselves, to ensure that there is no corruption.

        External affairs, tourism.... and various other ministries will cease to exist (along with PA's, secretaries and other support staff). Where requirement is there, people will be appointed to work as an employee by the strategic working committee, to execute the required tasks. All the work has to be defined in clear objective terms, with clear set goals to achieve for an year and broken down into quarters. Their performance will also be evaluated on a quarterly and yearly basis against set standards and metrics(not as per the wish list of the employee). However, good the performance, they cannot serve more than consecutive three years in the same field of work, they will be required to get transferred to other areas.

        (13) Environment first policy with unified vision of the world.

        All policies, actions and frameworks will be based to promote environment and make it even more better. Policies will ensure that the country is self sustainable in all aspects and works with an unified vision of one country, one world. No intention of controlling any one or dominating any one.

        Encourage citizen connects with every country to build relations along with bureaucratic level (Prominent citizens will also be allowed to travel as delegates to improve relationships with other countries, apart from president or PM or ministers).
