Summary: Things will take longer than what you originally had in mind. However, that's not the important thing, right now. Instead:
I think for Uolve to have a chance to take off, there needs to be a separate homepage / landing page, that looks inviting and explains what Uolve is about. The way Uolve looks now, I'd say there's 0.1 % chance people will start using it.
Long ago, I attempted to start a community, by just posting a forum topic list page that included a bit intro text — like Uolve is, currently (I mean this page: https://uolve7.talkyard.net ).
That didn't work; people just bounced.
However after I changed to a dedicated homepage / landing page, + explanation text and images, people started actually using that website, and understanding what it was about. For this, I got help from a designer, and also experimented a bit myself. ... Actually, maybe I can contact this designer and ask if he wants to help out with this? He lived in Sri Lanka, at the time, however he then got a ... 60h / week job (or sth like that) for a startup, and moved to the Middle East.
You might want to websearch for sth like: "create project landing page"

which to me seems like useful to read, so you better understand why currently Uolve isn't going to work,
the way it looks currently. And why a "real" homepage / landing-page is needed. (Or so I think.)
Or maybe search for "landing page tutorial",
The call-to-action button / click-through-action, on a homepage / landing page, could be to submit / select-in-a-list a problem the person has,
to find solutions to that problem? Then we'll also learn what problems are the "right" ones to start focusing on. ...
... That's what we want people to do, most of the time? Search for a problem of relevance to them / their city / neighborhood, and find a solution?
I think you'd need help from a designer, to do this.
Plus maybe someone who knows A/B testing so you can experiment and find out which versions of the homepage / landing page work better.

It'd be interesting to talk a bit with the people who will develop Uolve. What if we create a Uolve development chat where we can talk with each other?
Yes, This is for "Uolve with Talkyard" we will use the same name for our website Uolve7.talkyard.net. It will showcase how collaboration between different countries can help us in evolving to next levels.
The Legal entity will be similar to Wikipedia Foundation - it will for Non-profit. In India we call it as "Trust" which should have 7 members who should be responsible for managing the activities. Using this we can garner the required support and visibility required to make others contribute. We would want you to be part of it, as without you it would be incomplete.
Request you to take the initiative of creating the Uolve Chat Development forum. We can discuss the features and next steps in our next meeting. Do let us know the best time for our discussion.

where we talk about Uolve7 development. What do you think? And I'm curious about who are the other people, and what motivates them to work on Uolve? How much time to they have in mind to spend on Uolve? (per week? per month?) How many people are they?
Thanks for the explanation about how the Trust will work. Actually I'd like to keep my mobile phone number private, so that, when I'm not working, I won't get work related messages. I need some time truly off from work too.

I would suggest we can use this group itself to grow uolve further with support from talkyard. We can add people who are seriously interested to grow this platform.
With us we have Sunder Rajan - who is owning a AI ,Block chain and robotics company.
We also have some people from tech Mahindra-a indian company.
Amazon knows I am working on uolve7.talkyard, however, they have not showcased much interest on this project.
We have got Sridhar who has spent lot of time and effort to help me understand on how to drive uolve.

Actaully, people here are very busy to support a non profit venture as they do not see any income source currently. There are lot of good people still alive in this world who will give the due credit when they are getting benefited. I am looking this as site as an opensource innovation hub - first of its kind in the world for the well being of everyone.
In future definitely this should give good returns. however, everyone wants immediate results.
This is the reason, I am trying to get an legal entity - to get some funds. To attract good talent we have to give what people require currently.

I'm thinking one thing you can start doing directly, is to create a homepage that explains Uolve, + a Submit a Problem button and editor. This homepage could be e.g. a Gatsby 2 site & a rich text editor, placed at www.uolve.net
and then the forum with all problems could be at solutions.uolve.net
perhaps? (This is the 2nd item, on row number 3, in the spreadheet. (row 1 = column title row.))
And before Uolve is completely ready, that homepage could ask pepople to subscribe their email addresses, so they can be contacted later when Uolve is more ready
We do not want to re invent any thing new. We will go with the same name uolve7.talkyard.net. I have not renewed the domain names related to uolve. As i feel, the value should drive good people. We can pick up readmade features from gitlab(which has similar architecture of talkyard) and look at using some existing features of any other popular sites by collaborating with them. This will help us to get good quality users as well. For example - if we are able to collaborate with Git lab and wiki we can readily get some good million users. I feel we should do it in smart way. Also I am trying to get some solutions highlighted and looking to get some influential person to push some ideas and have their acknowledgment on the site.
We should look at innovating ways on making uolve popular, instead of going it in traditional way. We have sunder who is actively helping us and he has good connects with lot of powerful people.
Amazon is feeling very shy to help us. They are tied in their traditional culture, so I cannot say anything to them.

If you like the way GitLab does things — note that they have a full size dedicated landing page / home page, that expalins how they're useful to the website visitor. GitHub too, "everyone" does.
Gitlab & Wiki - I mean can we get "lift and shift" of the existing features which requires minimal coding effort. So that the development effort is minimized.
Collabrate - As this is a noble cause - if we can interact with wiki and Gitlab to advertise and make people aware about Uolve. This helps us to get good quality users/developers quickly. If we know some one influential people in these organisation - it can be possible.

I have started writing my first book on wiki books - As wiki code is opensource and freely available can we use it. I did not use most of the features

I have taken help from some of the top consultants and have build a very strong revenue model as well.
